*Cantard llevó tranquilidad: "Vamos a garantizar el presupuesto"*
*Invitado por rectores y la agrupación Franja Morada, el secretario de
Políticas Universitarias, Albor Cantard, participó de un encuentro para
debatir aspectos de la educación superior, como la nueva ley, el
presupuesto, y el novedoso sistema de créditos, próximo a ser presentado.*
Volver a planificar, reunir consejos regionales y oír necesidades locales
son algunos de los ejes que resaltó el secretario de Políticas
Universitarias de la Nación, Albor Cantard, tras una extensa jornada
convocada por rectores reformistas y la Franja Morada, a la que se sumaron
al finalizar el día la conducción de la Unión Cívica Radical y
representantes de sus bloques legislativos.
El encuentro tuvo lugar ayer viernes en Córdoba, cuna de la Reforma
Universitaria de 1918, y se extendió a lo largo de todo el día: primero con
talleres y debate; luego, con un plenario que reunió a todos en la Casa del
Partido, incluyendo al presidente del Comité Nacional, José Corral, y los
presidentes de los bloques legislativos de la UCR, el diputado Mario Negri
y el senador Ángel Rozas.
“Para una persona como yo, que lleva poco más 30 años vinculado a la
política universitaria, hoy es un día especial”, indicó Cantard, “porque
una vez más nos encontrarnos en Córdoba, convocados por el grupo de
rectores reformistas y la Franja Morada, y acompañados por las máximas
autoridades del partido y sus bloques legislativos”, muchos de los cuales
estuvieron presentes durante la jornada de discusión en comisiones. “Esto
es motivo de amplia satisfacción”, agregó el funcionario.
Durante la jornada se debatieron en comisiones aspectos como el
presupuesto, la nueva ley de educación superior, el compromiso social y la
extensión universitaria, la articulación con la escuela secundaria y el
novedoso sistema de créditos y tramos pensado -entre otras cosas- para
favorecer la retención de estudiantes en las universidades.
Estuvieron también presentes en el encuentro el presidente del Consejo
Interuniversitario Nacional (CIN), Guillermo Tamarit; la presidenta de la
FUA, Josefina Mendoza; el secretario general de Franja Morada, Santiago
Rosenzvaig; el intendente local, Ramón Mestre, y el titular del radicalismo
cordobés, Alberto Sapiola.
*Presupuesto y créditos*
“Hay mucha preocupación entre los actores universitarios. Les quiero decir
que desde la SPU vamos a dar garantía de que el sistema universitario
argentino va a contar con el presupuesto necesario para su funcionamiento”,
dijo Cantard a su turno en el plenario radical, ya entrada la noche del
viernes, despejando dudas sobre una de las mayores preocupaciones del
sistema y abordando uno de los aspectos que fueron parte del debate en
comisión durante toda la jornada.
Además se discutieron temas vinculados a investigación, ciencia y
tecnología, acompañados por funcionarios del Ministerio de Ciencia y
Tecnología de la Nación (como Agustín Campero, secretario de Articulación
Científica Tecnológica); y se puso en debate la nueva ley de educación
superior. “Quienes estamos al frente de la SPU sabemos que es nuestra
bandera y no vamos a permitir que la roben en el camino”, arengó Cantard.
La extensión social y el compromiso social no podían quedar fuera de un
encuentro reformista ni del debate de comisiones, y también fueron
reflejados por el funcionario. “Tenemos la necesidad de cambiar un sistema
rígido para discutir un sistema de créditos que ayude, entre otras cosas, a
la retención universitaria”, dijo Cantard, anticipando un tema que será
clave para su gestión.
En este sentido, adelantó que se realizará un taller en Córdoba durante el
mes de septiembre, para presentar públicamente cómo será el sistema de
créditos y tramos para estudiantes universitarios. El sistema prevé la
movilidad de los estudiantes de una a otra carrera, apuntando
fundamentalmente a mejorar las tasas de retención y favorecer los índices
de graduación.
Finalmente, Cantard enfatizó en la necesidad de revitalizar los consejos
regionales de planificación de la educación superior, “procurando que sean
los actores locales los que debatan qué necesita cada región para
planificar lo que la educación necesita sobre la base de las necesidades de
sus pueblos, sus localidades, su región, sabiendo la heterogeneidad que
existe a lo largo y ancho del país”, finalizó.
